Generally speaking they do.  Muses don't believe in Writer's Block, but they will gleefully use the opportunity to skive off for a while if the writer believes in it.  I think mine is probably happiest when she's wearing overalls, with her sleeves rolled up and her hair tied back out of the way, or ...

Just ask nicely, or spoil them them with chocolates or flowers.  Make them feel appreciated.  I don't believe they can be forced.
